Over All Description:
When in public, Joe often wears a button up shirt, a tie, a pair of dress slacks or jeans, and a pair of gripped sneakers. Sometimes, he may or may not adopt a tweed jacket or a blazer, or a large thick jacket for the winter.
When doing a job for or with the Punks, he adds a pair of black gloves, a half mask for the lower part of his head, and a pair of large snowboarding goggles. His gloves are specially made for gripping the edges of buildings, window sills, anything that can hold his weight, but not traceable enough to let the cops catch him. He also wears a pair of gray knee pads, and a thigh holster for his silenced H&K Mk. 23 SOCOM pistol (A "gift" from some passing arms dealers), and wears a bracer on his forearm, which holds a hidden blade. Yeah, he got the idea from Assassin's Creed, so what? It's a good game... Anyway, he always carries a wide bladed knife in a sheath on his belt, a just in case precaution in case he needs to fight in close quarters.
When at home, he usually wears a t-shirt, a pair of plaid pajama pants, and a pair of socks. When he sleeps, he always has a Walther P99 under his pillow with a full clip, plus one in the chamber.
Personality-
Joe is a person who feels better in his own environments, be it the roof tops of New York or the room where he launders the Punk's cash. But even when not in his environment, Joe's a guy who, even with his cynical view of humanity, tries to lighten a mood. But it may or may not be completely appropriate to the situation. But hey, someone's gotta choke on a dick joke, right? Even if Joe's a cynical guy, he seems almost happy most of the time. Maybe it's because he's surrounded by cash... Sure, not all of the cash is his, but a guy can dream, right?
But don't make him angry... You wouldn't like him when he's angry... What?... No, he's not the Hulk... Uh, sir... I'm no physician, but there seems to be a dagger in your chest... Yeah, that's what happens...
In all seriousness, he'll fight like a cornered animal. Then make a joke about it later. Or a witty one liner... Either one.

History:
Joe and his sister are actually from a wealthy life, enjoying what their parents gave them. While Joe didn't spoil, his sister most certainly did. Then Joe turned seventeen, and he gained his powers. His parents discovered his powers, and had him sent to an orphanage somewhere in the slums of New York, not wanting their gene pool "tainted". It wasn't until a month later that he was adopted by a man named Barry Foley. Spiting his parents, he took Barry's last name, and has since lived with him. Since he was adopted, Joe was taught by Barry everything he knew about to launder money, evade taxes, hack bank accounts, forge documents, crack safes, anything Barry knew of the profession. While Joe's adoption was (somewhat) legal, his family's living accommodations weren't so much.
At 19, Joe had joined the Empire State Punks, a gang of people like him with powers who liked to just be free. It appealed to the young convict. At 20, Joe had moved out of Barry's place, and moved into a large studio apartment, as he prefers not to live in Punks HQ. Now he runs around the city, like many of the other gang members, to enjoy freedom and occasionally do a job or two. He keeps in touch with his adopted father, and his adopted grandmother Agnes, visiting them ever so often. Sometimes he brings friends.
Agnes' cookies are to kill for.
